The icons in the start menu and the programs group live in the Windows/StartMenu and Windows/StartMenu/Programs folders. Use File Explorer to remove ones you don't want and to create new ones. To create a new one, tap and hold on the program, select copy, then navigate to the folder where you want the icon and select paste shortcut from the edit menu in File Exlorer.
