Unable to connect Jornada 728

In trying to sync my Jornada with my PC, it cannot be done with a USB connection. I'm running XP Professional in my PC with Activesync 3.1. It worked on my previous PC. The Jornada is set to USB connection, and the PC - after searching - cannot make the connection although it says the USB connection is available. Is there a way to solve this?
