Theme editor?

Hello!
Is there any good theme editor for PPC 2003 out there? I find the amount of theme editors to be suriprisingly low - a few prebuilt themes and a flasheditor (not interested in flash, I just wanna change colors of stuff)...
Have I missed something essential here?

I'm with you on that question.... strange that ppc 2003 doesnt have something built in that you can change colors with.
