I'm debating whether to buy a palm OS PDA or one such as IPAQ. Can you create files with palm OS ? If I have a file on my PC can it be transfered to the palm and vice versa with the appropriate software? For example if I have a file in microsoft word? Thank you.

Palm OS will handle the same MS Office files as PPC on a memory card with the right software. Palm OS itself prefers its native database format, but check out my office software review here for Palm programs that use MS Office native formats. FWIW, the best of these office suites handle MS Office formatting and features better than their PPC counterparts, even when the Palm programs convert them to use on the handheld. I've used both and was surprised at how limited Pocket Word is compared to Word To Go and others.
