Help a new user with iPaq 2210

Just bought refurbished iPaq 2210 with three year warranty. Have questions:

1. When turning unit on, screen comes up almost too dark to see. If I go into system and then backlight, and un-check the second box, screen lights up like a normal PDA. Later, when I turn it back on, have to go through same steps. Wife's Toshiba not like this. What's the problem?

2. When I want to install new software, do I always have to download to desktop then active sync to iPaq?
