HP iPAQ Pocket PC H1940 --CELL PHONE AND GPS?

How would you techies add cell phone and gps capability to this? Also, what are the "international" versions of these phones? are they any different?

You can't turn the 1940 into a cell phone but you can connect it to a cell phone for Internet access. I'd use a Blueooth enabled cell phone. For GPS, I'd go with a Bluetooth GPS (there are several reviewed on our site).
