Hi I am planning to buy a smartphone that will double up as my PDA please help

You won't find a smartphone with a USB port for external peripherals. The USB port is only for syncing to your desktop.
None have a 56k dialup modem for landlines, since you can use GPRS or CDMA for data. The only way to add a dialup modem would be a CF card and none of the smartphones have CF slots.
Beyond that, the iPAQ 6315 reviewed on our site should meet your other requirements. Microsoft offers a downloadable sync conduit for Lotus Notes.
