Expansion Pack problem with Partnership

I have a Compaq Ipaq 3650 with a expansion pack. Everything works well when transfering files from the desktop to the ipaq. However I cannot seem to get the files associated with the expansion pack to partner with the desktop. Any help would be greatly appriciated.
I slid the Ipaq into the expansion pack and formatted the flash card, but when connected to the docking station it would not give me any options to set up a partnership. Hopefully I have discribed the problem good enough, but if not please let me know what you need to get this set up.

ActiveSync makes a partnership with the Pocket PC only and not a separate one with expansion packs and storage cards. The card in the pack should show up when you explore the iPAQ using the explore function on the desktop and you should be able to install programs to the card using ActiveSync.
