I've read everything I could get my hands on. The email keeps downloading emails previously downloaded. Not to mention it downloads more than 1 days worth of emails. What am I doing wrong?

If you've set it to only download new mail, then it might be your mail server isn't setting the "read" flag on previously read messages, so the Treo has no way of knowing what's really new (unread).
