I need two things in a phone:
1) Windows Mobile 2) A good video camera
Which phone on the market is currently best with these two requirements?

The best are:
The Sony Ericsson Xperia X1i, which is the import version of the X1a we reviewed here: http://www.mobiletechreview.com/phones/Sony-Ericsson-Xperia.htm . The differences are that the X1i has Euro 3G while the X1a has AT&T 3G and the video camera shoots at VGA 30fps on the X1i (a lawsuit between chipmakers resulted in an agreement that US phones using the chipset in question could not have 30fps video-- stupid, huh?).
The next best are the Samsung Omnia i900 (unlocked GSM phone as well) and the Samsung Omnia i910 on Verizon which can shoot QVGA video at 30fps.

One follow up question I have then related about the X1i ... is the Euro 3G the same as T-Mobile's 3G?

No unfortunately, Euro 3G and T-Mobile US use different 3G bands.

Hmmm
I just bought the X1i.
When filming, it does not appear to reach 30 FPS. It appears jumpy.
