PC Laptop comparable to MacBook Pro late 2013

I'm looking for a PC laptop with comparable spec to MacBook Pro late 2013

Haswell (full moblie cpu/Not ULV cpu)
Long battery live (at least 6 hours)
Thin and Light (less than 4lbs for 13" or less than 5lbs for 15")

I cannot find any PC laptop with these spec. The closest one I found is new Dell XPS15 and new Dell Precision M3800.

Haswell has been rolling out slowly, and you're right, there aren't many with full mobile CPUs, really long battery life and a thin and light design. The new Dell XPS 15 would be the one that comes to mind.

Is the PCI Express SSD a lot faster than mSATA SSD? If PCIe SSD is not an option, should I go with mSATA SSD or the hybrid hard drives?

I'm a Microsoft Developer who develops software on all the platforms for enterprise software. Do you think the Ultra CPU is fast enough for the development environment? I wish Sony has Vaio Pro 13" with i7-4702HQ cpu. That would be perfect for me.

It depends on how big (how many lines of code) the program you're developing has, but for small to mid sized programs a ULV CPU is adequate.
