Tablet to read and annotate PDF's + general purpose tablet

I am looking for a tablet that I can read and annotate (moderately) scientific PDF's. I would also like to browse the internet. Additionally, some tablet games for my son would be nice so he could play on longer car rides.

I consider two options:
1) cheaper (under $400) tablet without a digitizer
I looked at:
Amazon Kindle Fire HDX 8.9
Google Nexus 10
B&N NOOK HD+

2) tablet with digitizer (maximum $700)
Samsung Galaxy Note 10.1 2014
Microsoft Surface Pro (if still available)
Dell Venue 11 Pro (probably Atom version)

I can't asses how much easier it will be to annotate PDF's with a stylus than just by adding it from some sort of menu.

What would be your advise?

There's also the ThinkPad Tablet 2 that has a Wacom pen option. Sweet little 10" Windows 8 Intel Atom tablet. Here's our review: http://www.mobiletechreview.com/notebooks/Lenovo-ThinkPad-Tablet-2.htm

The pen is most definitely easier and better for annotation than a finger or a capacitive stylus.

Thank you for reminding me about the Think Pad Tablet 2. I think that I would like better little higher resolution. I guess it boils down to the Galaxy Note 10.1 2014 or Dell Venue 11 Pro. Do you know does the Atom version comes with the Synaptics digitizer? Generally I think 499 is a good price for a full win 8.1 device. However, I would like to see the actual tablet before I buy it and as for now I can find the Galaxy Note 10.1 2014 in several retailers but there is no Dell Venue 11 Pro around.

Edit: I also heard rumors that the Exynos 5420 in the Samsung Galaxy Note 10.1 2014 Edition tends to freeze from time to time and unfortunately the Snapdragon 800 is not available in the US. I will probably need to wait for the Dell Venue 11 Pro with the Atom Z3770.
