Rumor is that the iPAQ 4700 will come out in late July with a VGA display.

That's a hard one to answer since neither are yet available in the US and HP hasn't even announced the iPAQ 4700.

Check out this thread for "rumored" upcoming iPAQs 
The h5555/5550 isn't discountinued yet. If you look around, you will likely find more places still have inventory.
