someone at an electronics store was showing me the PDAs, and said that you couldnt have multiple programs running at once and "alt-tab" between them like normal windows.
is this true, or was this guy a dumbass if its true, is this just something that happens in 2003 and is fixed in the SE?

Since the first Pocket PCs, you could run multiple applications simultanously. There is no "alt tab" but you can use task switchers to quickly switch between running apps or kill ones you no longer need running. It is a good idea to keep the number of running apps down below 7 - 10 lest the device run out of memory and need to be rebooted as a result.
