The current plan for Sega's mobile games is to support only ARM and MIPS processors. 3900 series use XScale as you know. There is no word on when or even if they would do an XScale version yet. If I had to guess, I'd say that it will all depend on the sales of their available PDA games.

Ok, that makes sense. Is that going to be a problem for a lot of games/software currently available (I'm working of the list at http://www.pdabuyersguide.com/games/index.htm)? I got a chance to compare a 3800 series and 3900 series iPAQ at Best Buy and the screen difference is amazing, but I'm a gaming nut who travels a fair amount and don't want to get frozen out of a lot of the available titles if this issue is more widespread. Any help or advice?

It is amazing how good the 3900 series screen looks! You will see some games don't support the XScale yet. More and more new games will start to support the XScale, and many existing games will get worked to support the new processor if the game developers want to capture the new crowd. It's definitely not 100% conversion, but the gap will get smaller and smaller.
If you really like the 3900 device, I'd say it's worth the wait.
