There are applications out there that you can use with your Dell, though probably won't be as good as Nevo. It probably won't enhance your distance either since the IR enhancement on the 3900 iPAQ was done in the hardware.
Typically the max range is about 5 feet w/o the "consumer" IR hardware. It really isn't possbile to enhance the range of the built-in IR to improve that.
There is a $30 add-on module called Total Remote that plugs into the stereo jack (weird, huh?) from a cool company known previously for the Mac products: Griffin Technology. You can read about it here: http://www.griffintechnology.com/griffinmobile/totalremote/index.html They do not list the Dell yet, but you can write to them and ask. They say that the audio hardware has to be of a certain quality for the solution to work. They do list a large number of Pocket PCs that will work with their product.
