Unfortunately, that's the way cellular carriers work in the US. They fight hard for new customers with things like phone subsidies. These kinds of promos really come from the cellular provider and not the merchant. Once you're an established customer and your contract has expired or is soon to expire, you can often negotiate a discount on new equipment as long as you agree to extend/restart your contract. It won't be as sweet a deal as this, but you might get $100 off.
