Do all Android tablets have access to the android app store? And who manages the android store? Thanks

Google runs the Android Market. They're the creators of Android OS and manage the store and the creation of new OS versions too.
Almost all Android tablets have the Market. There are a few no-name brand and early tablets from last year that didn't because they didn't receive Google approval. Tablets from the bigger names like Samsung, Sony, HTC, Asus, Acer, and Vizio all have the market. Budget tablets from Coby and Nextbook don't.

Thanks. Does Toshiba have the market too? I'm not sure if an android is definitely on my list, but the Toshiba Thrive is one option due to its SD/USB slots.
