I will try to answer all your questions 
iPAQ h3900 series is a very solid, high quality series. The screen is great for using GPS and the sound is excellent for playing MP3s. We are about to publish a review of CoPilot Live which is an excellent GPS solution. If you are getting this GPS, you will get a vehicle charger included in the GPS receiver package. If you want to use the Live feature in this GPS, which means you need to have a wireless connection on your Pocket PC, you can get CF or PC wireless card with sleeve option. Even though the battery on the h3900 series is not user replaceable, it's quite easy to change the battery on your own. The expansion card can be used to store data and run applications. Read our article on storage cards:

In your opinion, which model would be best suited for use as a GPS....the 2210 or the 3970?

Depends on which GPS you are getting. If you are getting CoPilot Live, then either unit should work fine. If you are getting the new Navman which will come out soon, then sleeve is the way to go. So h3900 series would make sense. Also if you need GPS right now, h3900 makes more sense because I don't think all GPS vendors are supporting Pocket PC 2003 yet, which is running on the 2210/2215. They should support it soon though.
