I'm pretty sure you could purchase "Access" for a pda, however if not, I'd be very surprised if there wasn't some type of software that could do this for you. Access if a pretty popular program I believe...
but I do know that there isn't software that comes with PPC that can do it (at least not on my ipaq)

For some reason MS doesn't include Pocket Access with Pocket PCs. It did come with the now nearly defunct HPCs. Here's a review of some popular database apps for Pocket PC: http://www.pdabuyersguide.com/software/databases.htm
There are other apps besides these, and many are compatible with Access on the PC.
