The TJ35 uses the same DSP chip as Palm brand PDAs and it's more than adequate for MP3. Have you tried with a different set of headphones? If you're in a loud environment earbuds won't do nearly as good a job as those which cover the ear. I don't play music very loud, but I had no problems with the volume level on the TJ.

Go with 128k bitrate and don't use VBR (variable bitrate encoding) which PDAs don't support. That should do the trick.
