Indeed it is. Most PPC programs come in two types of packages: a self-installer .exe file or a non-self-installer.cab file. The latter is usually CPU specific, so you want the ARM CAB. Copy the CAB file onto an SD card in another handheld or a card reader, install the card into the target PPC, and then execute the CAB file in File Explorer by double tapping on it. At this point, the program in the CAB file will be installed into RAM (Program Storage).
If you want to install the program into BIS or on a card, you can use a free utility called CABInstl that's available on SK's website. It can be installed in the same way into RAM before you install SKTools. After restoring the ActiveSync capability, you can uninstall CABInstl from RAM and then reinstall it where ever you wish.
