Ipaq 6365 "The phone is not ready"

My 6365 often display message "The phone is not ready. Wait for 15 seconds and try again" when I send SMS. SIM card has replaced with the new one (same operator and number). I use the latest ROM of 6365.

A friend that using same model also experiencing same problem. Need suggestion how to solve it. Thanks.
