No, of course not. Windows Mobile is a different operating system running on a different CPU architecture.

Microsoft's .NET framework aims to increase compatibility between the two platforms, but we've got a long way to go before the exact same program will run on both without alteration.

If you can find data files, however, that are in a common format - HTML, PDF, even CHM... you could probably find a PocketPC program that can read those files.
