I Checked to see if the PPC put a Settings folder in my programs folder and yes i found the Setting folder there but it an empty folder.
as you sayed i used the File Explorer to create an empty folder called Settings in the Start Menu folder inside the Windows folder. and after Reboot it not comes back.
One guy told me that the only way is to HR and install from the begining or the other way is to open the registry system and fix it.
Were can i read about how to manage the registry?
