Slow 15 sec power up iPaq 2490

When I switch on, it take 15 seconds plus for the unit to become responsive. the Display turns on in 1-3 secs, but does not become responnsive for a further 15 seconds. Sometimes it will not power up at all unless I do a soft reset. Already done a hard reset and no difference. I stop all running programs before turning off and it still happens.

Any solutions?
