working on smart phone WM5.0 not in WM5.0 pocket PC

we have managed to get WAP push message to a push client registered to the push router on a wm5.0 smart phone device
the same procedure on the pocket pc device, fails to get WAP push message to the push client.

Is there any difference in the way smart phone and pocket PC handles wap push messages?
