This is actually a slightly different issue than the one I was discussing. The Video Playback Quality setting means, "I'm watching videos, and I always want to see high-quality versions if they are available."
What I'm looking for is, "I'm creating videos, and I want a high-quality version of my video to be available for people who choose to view it." This is the one that is very difficult to control.
