Near-Instant-On Windows Laptop ???

I understand that a Windows laptop will never be instant-on like an iPad. But, how close can I reasonably get with what's in the market today? And, what models and/or features will get me there?

Part of what's driving this question is a desire to "pick up and move" a laptop from one place to another. So, as a related question ... how risky is it to physically move a laptop that's running from one spot to another? I've used PCs for a very long time and still have concerns about moving one when the hard drive light is flashing which is almost all of the time due to programs running in the background.
